GSA Clarification to Advisory CHAMP COVID-19 Temporary Surcharge and Partial Billing (5/12/2020 from last update of 4/20/2020)

Greetings TSP/RSC Employee Relocation Community,

Attached is the clarification to the 4/20/2020 update on the Advisory CHAMP COVID-19 Temporary Surcharge and Partial Billing. The update is also located on the GSA Acquisition Gateway.  Below are some examples of when the surcharge is applicable.

Scenario 1:  TSP makes final delivery of a CHAMP shipment on March 12, 2020.

Result:  TSP cannot bill the 5% surcharge.

Scenario 2:  A direct delivery CHAMP shipment takes place between March 13, 2020 and July 31, 2020.

Result:  The TSP can bill a 5% surcharge for the total net charges for linehaul, all accessorial services, packing charges, fuel surcharges, and debris removal.

Scenario 3:  A CHAMP shipment is picked up on December 16, 2019, and goes into SIT at destination on December 20, 2019.  The shipment delivers out of SIT on March 25, 2020.

Result:  The TSP can bill a 5% surcharge for the total net charges for the delivery out of storage portion of the shipment, to include any accessorials associated with delivery, including debris removal.

Scenario 4:  A CHAMP shipment is picked up on March 20, 2020, and goes into SIT at destination on March 25, 2020.  The shipment is delivered out of SIT on September 20, 2020. 

Result:  TSP can bill for 5% surcharge of the linehaul, accessorial charges at origin, packing charges, fuel surcharges, and first day of storage charges. 

Scenario 5:  A CHAMP shipment is picked up on April 28, 2020 and goes into SIT at destination on May 1, 2020.  The shipment is delivered out of storage on July 10, 2020.

Result:  TSP can bill a 5% surcharge of the linehaul, all accessorial services, packing charges, fuel surcharges, first day of SIT, delivery out of storage charges, and debris removal. 

Scenario 6:  A CHAMP extended storage shipment (XTOS), is packed and loaded on March 15, 2020.  The XTOS shipment goes into an extended storage warehouse on March 20, 2020.  The XTOS shipment is delivered out on August 10, 2020. 

Result:  TSP can bill a 5% surcharge on the packing, loading, drayage, and warehouse handling in charges
