U.S. Federal Motor Carrier Safety Administration (FMCSA) Takes Initial Step to Update Registration Process

Last week, the FMCSA submitted a formal request to the Office of Management and Budget, seeking approval for a new collection request. Once approved, the proposed FMCSA Registration system (FRS) will replace the current Unified Registration System (URS) for nearly all stakeholders in the domestic commercial transportation industry.

Once finalized, the registration program will apply to:

  • New registrants applying for safety and/or operating authority registration for the first time from the FMCSA.
  • Existing registrants (i.e., entities that already have a USDOT number and/or operating authority).
  • Reinstatements of operating authority for motor carriers, freight forwarders, and brokers.
  • Designated agents and entities providing proof of financial responsibility requirements, including insurance companies and bond agents.

Over the past year, leadership within the FMCSA have hinted that significant changes were coming to the registration and renewal process for industry, as they seek to consolidate, organize and better track individuals and companies across the transportation sectors. The FRS will also replace current DOT operating numbers for motor carriers, and may serve as a primary point of reference for future agency rulemaking.

As IAM previously spotlighted, the FMCSA will host an online Modernization Stakeholder Day on Wednesday, May 29th from 1 to 3 pm EDT. IAM will let members know when the online registration portal is opened, as space to participate will be limited. The new FRS framework, and a range of related issues, are expected to be discussed.
