Italy introduces obligatory paperwork in response to COVID-19

According to a decree adopted on March 9th by Italian Prime Minister Giuseppe Conte restricting the ability to move across the country affected by COVID-19, freight is considered an economically viable activity and drivers are allowed to enter, exit and move goods in the designated quarantine areas for the purpose of transporting, loading and unloading of goods.

According to the information available, drivers must fill out a form when entering the quarantine area. In it, they are required to indicate:
- their personal data;
- description of the journey (from-to);
- confirm that they are aware that the area they enter is a source of infection;
- confirm that the purpose of the trip is work

The driver must present documents to justify the journey:
- Company identification documents;
- Form A1;
- Copy of employment contract;
- CMR consignment note for proving the place of loading and unloading.

We would like to remind you that the measures introduced by the above decree started on 8 March and are valid until 3 April 2020, except for those for which another period is provided. They introduce stricter rules covering all of Lombardy and the provinces of Modena, Parma, Piacenza, Reggio Emilia, Rimini, Pesaro and Urbino, Alessandria, Asti, Novara, Verbano Cusio Osola, Vercelli, Padova, Treviso and Venice.

The Italian government, by Decree of the President of the Council of Ministers, Mr Giuseppe Conte, dated March 9th 2020, has extended the measures originally applied for the above-mentioned areas to the whole Italian peninsula, to limit the spread of the new Coronavirus. These rules entail restrictions on citizens on Italian territory, including limitation of the movement of people between cities and regions, closure of schools and universities, limitation of timetables for commercial activities.

Drivers must not exit the vehicle and must have protective medical equipment (masks, gloves). If unloading or loading of goods requires leaving the vehicle, a minimum safety distance of 1 meter must be observed. The transport documentation must be processed electronically.
