Nine Military Bases to be renamed in 2023
|
|
Thank you to Angela Beusse, Vice President of Agent & Business Services for National Forwarding, for allowing us to share her recent bulletin on new military installation names.
Please update your records accordingly as nine military bases are set to be re-named in 2023. The new names are part of a larger effort by the Pentagon to scrub references to Confederate military leaders and commemoration of rebel victories. This article from Time Magazine by W. J. Hennigan provides insight into the name changes and new honorees.

FMCSA: HOS Violations Rise After Rule Change
|
|
Amendments to the hours-of-service rule that went into effect in late 2020 may have increased flexibility for truck drivers, but the percentage of HOS violations rose “significantly higher” the first year of the rule’s implementation, according to a new analysis sent to Congress this month.
However, the Federal Motor Carrier Safety Administration analysis did not show an increase in overall crash trends the year after the rule was amended.
The final rule, primarily intended to address flexibility concerns by drivers, went into effect Sept. 29, 2020.

Quick updates of interest included in the notes attachment:
- You should have already seen the COVID Health Protocol Advisory come out earlier this week. Some discussion for clarification on what is required per the advisory is contained in the notes.
- Still discussions on how date changes for pickups need to be handled to be sure TSPs don’t get dinged when the customer wants a date change for their pickup. Still seems to be some differences, based on the JPPSO and USTRANSCOM, how that should happen.

USTRANSCOM Peak Season Call (18 May)

Quick updates of interest included in the notes attachment:
- At the time of this call, the new COVID Health Protocol had not been released. It was finally published on 22 May under Advisory #23-0073.
- Army stated they believe they’ll see a larger push for PCS orders for later in the summer and even September. Overall annual numbers won’t change, but the overall timing for their moves will be later in the Peak.

TRANSCOM Updates COVID Health Protocol Rules
|
|
USTRANSCOM issued Advisory 23-0073, updating COVID Health Protocol rules. The advisory has caused some confusion within industry. It states that “USTRANSCOM has rescinded all requirements for completion of the TSP Certificate of Health Protection Protocols effective immediately.” However, it maintains the requirement for movers to check COVID-19 community levels, or any other communicable diseases, and be prepared to use masks when those levels reach “high” in the community they are servicing. Also, health screening of movers is required under medium or high community levels.
