U.S. FMCSA Delays Enforcement of Updated Household Goods Regulations

Citing peak moving season activity, this week, the FMCSA announced a delay in the enforcement of new household goods regulations. The regulations will be enforced beginning Oct. 31.

USTRANSCOM Conditions Based Movement Call (28 June)

Please see the attached notes and slides from yesterday’s (28 June) TRANSCOM/Service/JPPSO/Industry meeting.

 

For your information, IAM, working with representatives from our Executive Committee, put together a number of concerns with the latest TRANSCOM lithium battery advisory and sent it to BG Safranek.  He has responded with a few questions and asked for some further concurrence on a FULL industry perspective on our request to extend the implementation timeline for this new requirement.  IAM will likely be coming out to the membership with some type of survey, in short order, to show USTC/BG Safranek that the entire industry would like to see an increased timeline to meet the Lithium Battery policy requirements.

USTRANSCOM Peak Season Call (23 June)

Please see notes and slides from today’s (23 June) Peak Season Call.  There was robust conversation on this call about fuel surcharge for NTS and DPM; about rates that are rejected in the NTS program. About capacity and about delivery from SIT over 50 miles. My notes don’t do it justice.

 

BG Safranek raised the issue of a request to provide a fuel surcharge for the NTS and DPM lines of business. He decided to tie the idea of providing a FSC to whether NTS providers wanted to change rate filing to annually like is in DP3. I guess his argument was, if you want to keep referring to the fact that DP3 gets a FSC, but NTS doesn’t, then are you willing to adopt other DP3 program requirements as a trade for getting a FSC…are you willing to file rates once per year instead of quarterly to get a FSC? Those who answered his question said no. I don’t really see it as an either/or situation, but he chose to define it that way.

 

As a reminder, next Tuesday is the last Tuesday call.  Starting in July, the Tuesday calls switch to every other Thursday.  But this Peak Season call on Thursday mornings still happen every week.

USTRANSCOM Conditions Based Movement Call (21 June)

Please see the attached notes and slides from today’s (21 June) TRANSCOM/Service/JPPSO/Industry meeting.

 

A couple items of note:

 

  • Slide #3 gives an update to various requests for information (RFIs) from industry representatives to the DP3 Executive Working Group (EWG). RFI #6 is a call to create a working group with industry to see if filed rates for the non-peak season are competitive with non-DoD markets such as COD and National Account.  TRANSCOM is asking for 3 industry POCs who are willing to participate and provide input on their company’s COD and National Account rates within the working group.  Disregard the date for POCs to volunteer that is on the slide.  TRANSCOM has said it will give industry until 15 JULY to respond if you want to be a volunteer.  Obviously, they’ll need volunteers who work DoD, COD and national account markets.
  • Questions were raised on the latest advisory concerning putting SIT agents in non-use and not allowing them to do other origin or destination work. TRANSCOM says they will respond to industry questions on that topic as soon as they put the answers together.

 

For your information, IAM, working with representatives from our Executive Committee, put together a number of concerns we have with the latest TRANSCOM lithium battery advisory and sent it to BG Safranek.  He has acknowledged receipt and said he would look into it and get back to us.  We’ll keep you informed as we hear anything.

 

And finally, starting in July, there will be no more Tuesday calls…only Thursday calls.  Thursday calls will include the weekly peak season call as per usual. And then every other Thursday will also include a version of this industry call.

Industry representatives did a great job of articulating issues and constraints being felt in the field.  The call lasted well over an hour.

 

A question asked in the chat was whether DPS was able yet to accept financials.  The answer from TRANSCOM was no.
