ISA Distributes Patronage Dividend Totaling $650,000.00 to ISA Members

The Board of Directors of the recently approved and has distributed a patronage dividend totaling $650,000.00 to ISA members of record participating in ISA’s Military–Government Group during the 2020 calendar year.

 

ISA, which was established in 1999, is a ‘collective buying’ group affiliated with the International Association of Movers (IAM). However, ISA operates as a separate ‘for-profit’ corporation with its own charter, by-laws and board of directors.

 

This is the second year in a row that ISA has awarded a patronage dividend totaling $650,000.00. Since it began paying out dividends in 2003, ISA has cumulatively returned to its members $3,444,448.00 in annual patronage dividends.

USTRANSCOM J9 Conditions Based Movement Call (5 Oct)

Please see attached and from today’s (5 Oct) USTC industry/Services/JPPSO call. A couple of items of interest to note:

  1. USTRANSCOM is getting ready to issue guidance on moving equipment with lithium batteries such as eBikes. They are asking for industry input on how other markets (corporate or residential) move these items. On the call, no TSPs responded for a request for information. If you provide me with how this is handled for other customers, I can provide a consolidated input to USTC.
  2. The new USTRANSCOM Commander was confirmed by the Senate. Change of command between Gen Van Ovost and GEN Lyons will take place 15 October. The ceremony will be streamed live if you are interested in watching it.
  3. Col Safranek announced that they are excited about the award of the GHC which will occur not earlier than 29 Oct; and that he was preparing a message to send to industry to discuss why they are excited about it and what the advantages are.

Recent USTRANSCOM Advisories Covering Hot Topics

USTRANSCOM sent out to alert industry to changes in the System Response Center (help desk) contact information. There is a new address, new fax, and new local phone number as a result of a change in the contractor for the help desk.

 

USTRANSCOM has alerted industry via , that they’ve updated guidance for the use of CONUS Non-DOD Approved (NDA) Storage-in-Transit (SIT) facilities. Of note, changes include that for shipments already in NDA warehouses, TSPs have until 31 December to deliver those shipments to customers. But no new shipments are allowed to be placed in NDA warehouses after 1 October. See the entire advisory for all the changes.

 

USTRANSCOM PP outlines information about maintaining extended international transit times through Fiscal Year 2022 (30 Sep 2022). USTRANSCOM will continue to monitor transit times to assess the need beyond that timeframe.

USTRANSCOM J9 Conditions Based Movement Call (28 Sep)

Please see attached and from today’s (28 Sep) USTC industry/Services/JPPSO call. A couple of items of interest to note:

  • Electronic inventories are going to be highly encouraged for use in 2022, but not mandated…with an eye toward their mandatory use in 2023. Time to start getting ready for 2023.
  • There’s an extended outage of DPS coming this weekend.

We are still working to get guidance from USTC on the movement of lithium batteries. I’ve continued to push on this from multiple areas. We heard today there have been two meetings on the topic, and a third is happening this week. It’s also received some interest with the HAZMAT experts on the DoD side; I’ve been in regular correspondence with one of those experts for a couple of months now. Trying to break something loose. Hopefully we can get clear guidance from DoD. Everyone wants to quote the hazardous materials regulations and have that suffice; but you have to be a hazmat expert to fully understand them. I’ve been through those regulations a number of times, looking for a clear silver bullet that would provide the insight that movers need when packing, labeling, moving these items. But I’m not smart enough to figure it out.

Senate Armed Services Committee (SASC) Holds Confirmation Hearing for Gen. Jacqueline Van Ovost to Command U.S. Transportation Command (US TRANSCOM)

Defense Personal Property Program (DP3) & Global Household Goods Contract (GHC) Were Focal Points of the Hearing. As part of his opening remarks, SASC Chair Jack Reed (D-RI) referenced the DP3, and requested additional details be provided on how the program would operate under a GHC, if finalized by US TRANSCOM. SASC Ranking Member Jim Inhofe (R-OK) also mentioned the program and the extensive review the proposed GHC had undergone. Sen. Inhofe expressed his desire to see the DP3 "move on" towards a formal GHC approval.
