IAM Creates Series of Op-Ed Articles on DoD’s Global Household Goods Contract (GHC)
IAM has posted two articles concerning the risks and problems associated with turning DoD’s household goods program over to a single prime contractor under a Federal Acquisition Regulation (FAR) contract. A third op-ed piece on the topic is due out this week. You can find the first two articles here:
Global Household Goods Contract (GHC) Draft Request for Proposal (RFP) Posted on FBO
On 12 April, USTRANSCOM Acquisitions Directorate (TCAQ) posted the draft GHC RFP on the Federal Business Opportunities (FBO) website.
The draft RFP contains the draft performance work statement (PWS), five appendices, and nine attachments. According to the draft RFP, USTRANSCOM is still pushing for contract award by January of 2020 and contract execution to begin by October 2020. A more detailed draft proposed scheduled can be found in Appendix A of the draft PWS.
GSA Update: NEW Household Goods Rate Offers Available in TMSS
New rate offers are now available in the Transportation Management Services Solution (TMSS) system for Household Goods shipments with a move date between May 1, 2019 and October 31, 2019. To view the new rate offers, log in to TMSS and enter a Move Date between May 1, 2019 and October 31, 2019 on the Household Goods Query page.
USTRANSCOM Sends Refusal CONOPS Out for Industry Input
On 12 April, USTRANSCOM sent PP Advisory #19-0052 asking for industry feedback on their Refusal Concept of Operations (CONOPS). Industry has until Friday, 19 April to respond. The CONOPS will be a one-size-fits-all solution. Refusal rules and timing will be the same for Domestic and International markets. Review the advisory and the CONOPS.
