US Transportation Command Announces Delayed Timeline for GHC

In a message issued on Sept. 11, US Transportation Command communicated that there would be an adjustment to the timeline they had originally specified for the implementation of the Global Household Goods Contract (GHC). According to the advisory, “local shipments under GHC, will likely begin later in 2023 instead of the initial target of September.” The advisory did not provide a new date or timeframe for when the GHC would begin implementation.

HomeSafe Master Agreement Document Review by IAM Task Force

Prospective GHC Service Providers: Per request from some of our membership, IAM put together a task force (TF) of industry representatives to review various Global Household Goods Contract (GHC) documents. The first document in this effort is a generic HomeSafe Master Agreement review.

 

The team highlighted areas in the Master Agreement they felt prospective service providers to the GHC might want to have a clear understanding of as they move forward; or just generically, areas where the TF felt Service Providers might want to focus on.

 

The TF put together a separate document that went to HomeSafe leadership with comments, requests for clarification, etc., that the TF had when reviewing the document. To be clear, this is not an effort for IAM to negotiate changes to documents. It’s simply an effort to identify to HomeSafe areas that some have questioned as to meaning or purpose, or where the agreement or terms and conditions might be unclear to those reading them.

FY24 CONUS Per Diem Rates

General Services Administration (GSA) - Office of Government-wide Policy (OGP) notifies agencies of policy changes or additional guidance to assist with their travel and relocation programs, such as Title 41 Code of Federal Regulation (41 CFR) (also known as the Federal Travel Regulation (FTR))  Amendments (Proposed & Final rules), Bulletins and other related information.

GSA's CHAMP 2023-2024 Request for Offers, HTOS, GSA500A, and XTOS Effective 11/1/2023

Below are links to the General Services Administration's (GSA's) Centralized Household Goods Traffic Management Program's (CHAMP's):

 

Extended Storage Tender of Service (XTOS) and RFO Documents:

 

All documents have a publish date of August 24, 2023, and an effective date of November 1, 2023.

 

Rate offers submitted in response to each of the RFOs are due by 6:00 PM Eastern Time on Monday, September 25, 2023.  Rate offers accepted in accordance with the RFOs will have an effective date of November 1, 2023.

 

In addition to being able to access these documents immediately via the links above, they are also available on GSA’s Acquisition Gateway.

CHAMP Transportation Service Providers' rate offers are due on Sept. 25 by 6:00 pm Eastern Time. Rate offers will have an effective date of Nov. 1.
