President Biden’s Executive Order on Federal Contractors and the Minimum Wage Increase: Is DP3 or CHAMPS Impacted?

If you move DoD, GSA and DoS shipments, you should pay attention to this topic. IAM is following the President’s Executive Order on the minimum wage increase and its potential impact to DoD TSPs and their “subcontractors.”

 

Even though the requirement looks as if it’s mandated that the new minimum wage of $15 per hour applies to government “contracts,” we believe it might likely apply to the Government/DoD’s tender/tariff environment as well. We’ve raised the issue to GSA ERRC and USTRANSCOM’s Defense Personal Property Management Office. USTRANSCOM has forwarded the issue to their legal office for review.

U.S. House Armed Services Readiness Subcommittee Hearing Highlights GHC Contract

Yesterday, the House Armed Services Readiness Subcommittee held a hearing with Gen. Stephen Lyons, Commander, U.S. Transportation Command. Among the topics covered by Gen. Lyons and other witnesses, was a brief update on the pending Global Household Goods Contract (GHC).

 

Subcommittee Chairman John Garamendi and Ranking Member Doug Lamborn (CO) continue to express interest in the GHC, and followed up with Gen. Lyons with comments and questions focused on the need for continued small business participation in any future Defense Personal Property (DP3) program. Gen. Lyons assured the Committee members that quality moving companies would not be shut out of any future program and would be given an opportunity to participate. He also indicated that the GHC is scheduled to be awarded this September, with rollout planned in time for the 2022 peak season.

IAM Can Provide your FMCSA Interstate Compliance Requirements (BOC-3 Process Agents & Arbitration)

A number of companies have recently received notice from the Federal Motor Carrier Safety Administration (FMCSA) warning that their company’s designation of process agent (Form BOC-3) is no longer valid. And they must have a designated process agent on file with FMCSA, or their operating authority may be revoked.

 

IAM members can use IAM’s designated process agent through AllAmerican Agents of Process, free with your membership. IAM also has an arbitration program for your use if you choose to take advantage of that program, as required by FMCSA.

Non-Temp Storage Tender of Service (NTS TOS) Modification; Action Required

NTS TSPs should’ve received the NTS TOS modification notification from USTRANSCOM’s Storage Management Office (SMO), asking for NTS providers to sign the modification in preparation for implementation of the new NTS TOS on 1 July. As of 18 May, USTRANSCOM had only received just over 100 signed modifications. If you are a NTS provider for the DoD, and did not receive a notice to sign the modification, please reach out to the SMO () so they can update your contact information and ensure you receive the new TOS modification. The TOS modification needs to be signed to remain in the NTS program. Please direct your questions to the USTRANSCOM SMO email box in this message.

GSA CHAMP Lumber Cost Notice

As we head into peak season, ERRC is providing guidance to ensure agencies have necessary latitude to approve adjustments when warranted for climbing lumber costs related to household goods shipping services. U.S. Centers for Disease Control and Prevention (CDC) - Current Guidance for Travel to the U.S.

IAM continues to closely follow all guidance and U.S. entry requirements for those traveling (by air) into the U.S., as the association is very much looking forward to hosting an in-person (with an even stronger virtual component), that is accessible and open to all members.

 

Currently, all persons entering the U.S. from an international destination via plane, (including U.S. citizens and those fully vaccinated), are required to have and present a negative COVID-19 test result taken no more than 3 days prior travel, OR documentation of recovery from COVID-19 within the past 3 months.

USTRANSCOM J9 Conditions Based Movement Call (18 May)

USTRANSCOM held their weekly Conditions-Based Movement Call with DoD representatives and invited moving industry representatives. The call was highlighted by conversations about mask policy, E-Bikes and lithium batteries, and the President’s minimum wage policy and its potential applicability to DP3. See the and from the call.
