SBA Issues Additional Paycheck Protection Program (PPP) Loan Application Processing Reopening Dates

The SBA announced that PPP eligible lenders with $1 billion or less in assets may submit both first and second draw applications beginning tomorrow, Friday, January 15th at 9 am ET. The SBA's application portal will fully open on Tuesday, January 19th to participating PPP lenders of all sizes for both first and second draw loan applications.

Trending in global cases and deaths show a significant rise through October, November, and early December with a precipitous drop from the 23rd to the 30th of December. That is followed by a steep rise in January. This suggests the late December drop off is likely related to a lack of reporting through the holiday time. Top five countries where new cases are high and staying high are the Czeck Republic, U.K., Israel, Portugal, U.S. Of note, Sweden is next on the list.

U.S. Department of Labor Announces Final Rule to Clarify Independent Contractor Status Under the Fair Labor Standards Act

The U.S. Department of Labor today announced a final rule clarifying the standard for employee versus independent contractor status under the Fair Labor Standards Act (FLSA). “This rule brings long-needed clarity for American workers and employers,” said U.S. Secretary of Labor Eugene Scalia. “Sharpening the test to determine who is an independent contractor under the Fair Labor Standards Act makes it easier to identify employees covered by the Act, while recognizing and respecting the entrepreneurial spirit of workers who choose to pursue the freedom associated with being an independent contractor.”

USTC J9 Conditions Based Movement Call (26 Jan)

USTRANSCOM covered the readaheads per usual. No major changes in data noted. Per request of the Air Force, J9 is looking at adding Non-Temp Storage (NTS) and Direct Procurement Method (DPM) shipment totals to slide one; but they are trying to clean up that data first. They stated it appears right now that as an average, NTS and DPM represent about 85 shipments per week; but the flow of those shipments is obviously not smoothed out over the whole year.

USTRANSCOM J9 Responds to IAM Request for 2021 Business Rule Clarifications

IAM conducted two Government and Military Webcasts in December ( and ) to discuss new DoD 2021 business rules. Based on those webcasts, IAM took participant questions and asked USTRANSCOM J9 for clarification.

USTRANSCOM J9 Update Number 21-0006B

TSPs must ensure their account information is complete and up-to-date with current contact information. Specific account questions can be directed to the Systems Response Center via 1-800-462-2176 or via e-mail . As previously communicated, the DPS Program continues to prepare for enforcement of RPA policies on 1 February 2021. Please ensure all RPA account requests are submitted before this date.

Satisfaction with Military Moves Went Up Despite Pandemic, DoD Says

U.S. Transportation Command and the moving companies that carried 321,000 household goods shipments for military families earned a 96% approval rating from their customers, said Rick Marsh, Defense Personal Property Program director at U.S. Transportation Command.

Business owners plan and organize the day-to-day operations of their companies. The tasks of an owner include defining their business and financial plans, mentoring staff, and promoting their brand or service across the industry, to name just a few.

Moderator Georgia Angell (Trellis Vine Consulting, LLC) will take a deep dive into the actual experiences and challenges these women face. The panelists will discuss what they are doing differently within their companies to help female employees grow, how they support diversity initiatives, and share their opinion on the future outlook for women in the industry.

Why You Should Complete the Customer Service Satisfaction Survey After Your Next PCS

This survey -- which can be found on Move.mil -- is the one tool that the Defense Department has to determine how successful -- or not -- PCS season is. It also plays a big role in how the transportation service providers, or TSPs, are ranked and assigned shipments. According to the Defense Travel Regulation, the survey is the TSPs' Performance Score, which accounts for 70% of a company's Best Value Score, or BVS. Cost makes up the remaining 30%.

USTC J9 Conditions-Based Movement Call (19 Jan)

J9 was asked whether there was any new indication that shipment volumes might be significantly different this year than other “normal” previous years. J9 and Services responded they have no indication from their manpower offices that things will be any different this year. J9 was also asked whether they had heard of any impact to PCS policy as President Biden takes office, as part of his platform called for reduced PCSing and longer times on station. They responded in the negative. J9 Director stated he was more interested in focusing on the moves that are taking place as opposed to ones that might not take place.

USTC J9 Monthly Non-Peak Call (14 Jan)

To start off the call, J9 covered the non-peak slides. For the most part, the charts reflect a normal start to the year as compared to the previous three years. The only real change to previous years is the increase in awards and pickup of Code 2 shipments so far this year compared to the three year average.

USTC J9 Conditions-Based Movement Call (12 Jan)

The 12 Jan USTC call was relatively quick today, with the Services not raising any issues or concerns. The read-ahead slides are changing slightly. The first slide will transition in a minimal way over the next week or so, but not significantly. The peak season numbers will once again reflect weeks 20-35 instead of 20-45 like they did for part of 2020. The three year average information will be included, but not direct information from the preceding year the way 2019 data was reflected in the 2020 slides. And the new depiction of data on slides 4-6 will continue to be honed over time.

USTRANSCOM’s Defense Personal Property Management Office (DPMO) released advisory #21-0024 announcing the details for the Spring Personal Property Forum (PPF) to be held on 31 Mar and 1 Apr. The PPF will be virtual. Registration is required. The advisory is posted on move.mil/sme as well.
