Defense Personal Property Program (DP3) draft business rule changes for 2021

To assist in your review of Defense Personal Property Program (DP3) draft business rule changes for 2021, IAM put together a summary of changes to the IT21, 400NG, Tender of Service, and Claims & Liability Business Rules. The changes noted by USTC J9 in each document are included in red text. Please refer the actual documents as the primary source for all proposed changes.

 

You have until 11 September, 1630 CDT to submit your comments to J9. Details of where to send comments are included in advisory #20-0117. IAM will provide comments, but each individual TSP should also provide their comments to J9 for consideration, as USTC no longer considers IAM’s comments as a consolidated input from across the industry.

We are slightly ahead of the three-year average for pickups during weeks 33-35; if this were a normal year, the slight uptick from the three year average would hardly be noted.

Senate Republicans Formally Introduce Next Round of COVID-19 Relief Legislation

A month after drafting began, yesterday, Senate Republicans leadership released S. 178, their legislative proposal for the next round of COVID-19 relief discussions. The bill does not include many of the Democratic House leadership's key priorities, (additional funding for state and local governments and targeted stimulus payments among them). However, the scaled down relief package is largely viewed as an opportunity to break long-stalled negotiations with House leadership.

USTC J9 Conditions Based Movement Call (1 Sep)

Tuesday’s J9 call with industry and the Services followed a recent trend of very little change in data presented on the J9 slides, and very little interaction in terms of questions, answers and issues during the main portion of the brief. IAM took the opportunity, along with a few TSPs to ask questions and raise concerns with some of DoD’s proposed 2021 business rules. Specifically, the proposals to move Hawaii, Okinawa, and Spain to a winner-take-all Special Solicitation for COS 4; and the requirement for TSPs to provide a customer service capability on Saturdays.

USTC J9 Peak Season Call (27 Aug)

We are in week 35…the last historical week of peak season. The calls are getting more subdued. We’re hoping to see continued volume into the fall well beyond the historical numbers of the past.

USTC J9 Call August 25, 2020

The 25 August USTC J9 call with industry and government representatives was the shortest of the season. No major issues or sticking points between industry and JPPSOs arose. several items were addressed.
