TRANSCOM pulls back $7 billion contract to privatize military household goods moves

A $7.2 billion contract for outsourcing the management of moving service members’ household goods has been pulled back by the U.S. Transportation Command. The contract, which was awarded to American Roll On Roll Off Carrier Group, of Parsippany, N.J., was to cover a nine-month transition period and three-year base period. But if all the options are exercised, the contract will be worth about $20 billion over nine years.

New Paycheck Protection Program (PPP) Guidance Issued by the Treasury Department

As a result of the PPP legislation signed into law earlier this month, yesterday, Treasury guidance on PPP loan requirements was issued. The Treasury Department clarified that borrowers that use less than 60% of their PPP loan amount for payroll costs will be eligible for partial loan forgiveness.

Funding for Truck Parking

IAM joined the ATA and other leading organizations in a letter to House Transportation and Infrastructure Chairman Peter DeFazio, asking the Committee consider providing an additional $505 million for trucking parking projects, as part of the INVEST In America Act.

Change in AMC port

IAM received a highlighting the temporary closure of the Norfolk Naval Station/AMC terminal (effective 1 Aug). This advisory notifies shippers of a change of APOE to Joint Base Charleston for cargo via AMC channel airlift destined to APOD’s as listed in the advisory.

 

We’ve asked USTC J9 whether they will send a corresponding PP Advisory on this topic out to the HHG industry, and are awaiting their response.

Senate Armed Services Committee Passes and Issues FY 21 National Defense Authorization Act (NDAA) Summary

Last week, the Senate Armed Services Committee approved, and yesterday, released a summary of the FY 21 NDAA. The full Senate may be in a position to take up the legislation prior to the July 4th recess. While the bill text has not been issued, the summary indicates forthcoming provisions and requirements related to the Defense Personal Property Program (DP3). References to the moving program can be found on page 14 of the summary.

House Surface Transportation Bill

The House released its surface transportation reauthorization act legislation on Wednesday, 3 June. Page 595 begins the bulk of the FMCSA provisions. Under the House version, the FMCSA/DOT would be required to put more specifics (e.g., miles driven, etc.) around their personal conveyance guidance.

COL Gipson started off the meeting stating she is staffing an advisory today with the Services’ Council of Colonels and Captains (CoCC…which are the Colonel/GS-15 level representatives from each Service for Personal Property) on new language/guidance to provide clarity on procedures associated with conditions-based Stop Movement Order. J9 then covered the Peak Season slides.

USTC J9 Stop Movement Call (9 June)

Weeks 20-22 on the Stop Movement Placemat slides show the network is operating at over 50% of pickups compared to the three year average. This is a significant upward trend from the approximately 30% of workload we were seeing prior to that. And future projections show that trend continuing to build.
