Amendment 4 to GSA’s 2019-2020 CHAMP RFO
General Services Administration (GSA) pushed Amendment 4 to the General Services GSA’s Centralized Household Goods Traffic Management Program’s (CHAMP’s) 2019-2020 Request for Offers (RFO) dated August 29, 2019.
As a reminder, the Supplemental Filing Window of the 2019-2020 CHAMP RFO opened on February 17, 2020. All rate offers submitted in response to the Supplemental Filing Window are due by 10:00 PM Central Time on Monday, March 23, 2020. Accepted rate offers will have an effective date of May 1, 2020.
Industry Pre-Personal Property Forum (PPF) Meeting
IAM & AMSA will host an Industry pre-meeting to the PPF on 30 March from 4:30 Central Time to 7:00 pm at the Hilton Garden, Regency Conference Center, 400 Regency Park Dr, O’Fallon, IL 62269.
We attempted to have this meeting at the Four Points Sheraton conference area, but that venue was fully booked, and unavailable.
ETA is a portal government and industry users access to login to various transportation systems, like DPS. There have been varying dates announced or discussed. At the top of the Move.mil/sme page, there is a banner that states: Attention: This is to inform you that the Electronic Transportation Acquisition (ETA) will sunset on March 6, 2020. ETA's replacement, Transportation Enhancement Access Management Services (TEAMS), will reach full operational capability by March 6, 2020.
The ETA/TEAMS administrators have told numerous people that this transition will be transparent, however there is some concern over loss of functionality that DP3 TSPs are accustomed to.
Some of these concerns and issues have been raised by TSPs and have received attention up to the USTC J9 Director.

There has been some talk amongst TSPs on whether the UCR is required for the Defense Personal Property Program (DP3); and whether USTC validates UCR in the annual qualification process. To be clear, the UCR requirement is still law, so you have to do it. And it’s still a TSP qualification requirement as listed in SDDC Reg 55-4 (TSP Qualifications) at paragraph 2.d. “Unified Carrier Registration (UCR). TSPs doing business with DOD that meet the UCR requirements must be registered in the appropriate UCR database.”
There is some difficulty when validating a TSP is up to date with the UCR. Depending on where a TSP submits their UCR, it sometimes takes a while for the registration to properly show up in the national system or database. Therefore, in the past, some TSPs who were current, were being placed in non-use because the ucr.gov system wasn’t updating in a timely manner. Because of this, our current understanding is the UCR is not currently a part of the DP3 annual qualification review.
However, USTC can check UCR compliance for TSPs at any time, and if you are not current, can put you in non-use. There are situations where USTC might choose to ensure a TSP is up to date on UCR as a part of a review of other qualifications. Depending on the scenario, UCR is something that is checked by USCT from time to time; so it is important to be properly registered in the system.
Round Two Rate Rejections and Traffic Distribution List (TDL)
Per Personal Property Advisory #20-0045, Round Two of rate filing rejection notifications will be sent to TSPs with rejected rates today, 26 February. DPS will be unavailable for awarding shipments from 4-9 March to build the TDL for the 2020 Rate Cycle. Full details are included in the advisory.

USTC J9 posted PP Advisory 20-0038 announcing the Spring PPF. The advisory states the dates of the PPF are 31 Mar – 1 Apr at the Four Points Sheraton. An RSVP is required for registration not later than 16 March.
IAM is seeking additional information from J9 on the specific agenda associated with each date, and whether the Executive Working Group meeting is included in one of the two announced dates.
IAM is in the early planning with AMSA on a pre-PPF meeting on 30 March like we normally conduct. That meeting will most likely occur at the same venue as the PPF, and start around 4:30 Central time. Further details will be provided once the meeting is set.
Additionally, IAM has engaged USTC J9 on whether there will be a USTC Europe Household Goods meeting this Spring. J9 staff has yet to finalize plans for a potential meeting in Germany. IAM has heard potential dates of 27-30 April, but as of yet, we’ve received no confirmation from USTC that the meeting will take place. If/when confirmed, we will push the information out to membership.
