U.S. Transportation Command (USTC) Clarifies Inconvenience Claim Rules
Based on industry feedback, IAM submitted a number of questions to USTC Personal Property leadership in an attempt to clarify the intent of rules associated with Inconvenience Claims. On 17 January, USTC issued Change 2 to the Tender of Service, with specific updates associated with Section B, paragraph 12. Those changes can be viewed on move.mil website.

A few people have asked about a note posted on the ETA Portal (Electronic Transportation Acquisition)…the SDDC site where you gain access to DPS. The note mentions that ETA is sunsetting 31 March.
According to the ETA help desk, the transition should be fairly transparent for users. I asked the help desk for insight on the transition. Their reply is below:
When ETA officially sunsets and the applications are migrated to TEAMS, the applications will then become inaccessible from ETA website. One example of this would be the ICODES application. ICODES has already been migrated to TEAMS, so those users, they are only able to access the application from Teams site. This will eventually be the case for every application that is supported by ETA. I hope this helps! If you have any further questions or concerns, please contact us at 1800-462-2176 option 1, then 2.
Please Note: When the applications are migrated, the effect on the users should be minimal. You will not need to re-register for applications because the information is being migrated to the new Teams website. The difference in accessing the application will be the URL. Digital certificates will be still required.

On 23 January, USTC updated their rate filing advisory with the release of Personal Property Advisory #20-0034.
Due to a handful of issues many TSPs experienced with rate filing, IAM petitioned USTC for additional time for TSPs to file rates. USTC provided additional guidance within the advisory, and extended rate filing until 6pm CST on 27 January. Several international channels and Special Solicitation groups were missing at the beginning of round one.
Additionally, several TSPs had problems with filing of bulk rates. With the release of the new rates workbench, TSPs must have their bulk rate files located where the entire path does not exceed 40 characters. For example, a path like the following: “M:\Marketing\ 2020 Info\DHHG Rate Filing Info\dHHG Round1 Rate Files\Rd1.csv” would lead to an error in DPS because there are too many characters.
A new “Rates Workbench User Guide” is now available under the DPS tab “Rates (New)” of which is only available to TSP logins.

Non-Temporary Storage Rate Rankings
USTC put out Personal Property Advisory #20-0026 to inform TSPs that NTS rate rankings are now viewable at the Move.mil website, under the Tender of Service NTS Rates Ranking section. The old link no longer exists.

Joint Personal Property Shipping Office (JPPSO) Industry Days
JPPSO-NE Industry Day is scheduled for 7 April, at Hanscom AFB, MA. Attendees must RSVP by 20 March. Read the full details.
JPPSO-NC is holding their 2nd Annual Industry Summit on 21 & 22 April at Cheyenne Mountain Resort, Colorado Springs, CO. RSVP by 31 January. They included an online invitation and RSVP link.
