Senate Armed Services Committee (SASC) Holds Confirmation Hearing for Gen. Jacqueline Van Ovost to Command U.S. Transportation Command (US TRANSCOM)
Defense Personal Property Program (DP3) & Global Household Goods Contract (GHC) Were Focal Points of the Hearing
Yesterday, the SASC held a confirmation hearing for Gen. Van Ovost to become Commander, US TRANSCOM. As IAM members know, US TRANSCOM oversees the DP3 program for servicemembers and their families (among other key military priorities).
As part of his opening remarks, SASC Chair Jack Reed (D-RI) referenced the DP3, and requested additional details be provided on how the program would operate under a GHC, if finalized by US TRANSCOM. SASC Ranking Member Jim Inhofe (R-OK) also mentioned the program and the extensive review the proposed GHC had undergone. Sen. Inhofe expressed his desire to see the DP3 "move on" towards a formal GHC approval.
Senators Kirsten Gillibrand (D-NY), Angus King (I-ME) and Tim Kaine (D-VA) also commented on the GHC proposal. While all referenced challenges within the existing program with respect to timeliness of the moves and the resulting impact on the servicemembers and their families, (much of which may be attributed to COVID-19), Sen. Kaine emphasized the need for continual and strong oversight by US TRANSCOM and responsible contracting entities.
In her responses back to the Committee members, Gen. Van Ovost expressed her concern that the DP3 currently lacked accountability, move capacity and quality. She stated that a new program under a GHC framework would sufficiently address those issues, and improve the PCS experience for servicemembers. Gen. Van Ovost stated her belief that the COVID-19 pandemic brought to light flaws within the current program, particularly with respect to communicating to the roughly 900 TSPs providing move services. She said final GHC review was underway, and that US TRANSCOM expects to formally award the GHC in the October/November timeframe.
