The 2016 International Tender (IT-16) Change 2 has just been posted to the SDDC website.
After a long arduous process with SDDC regarding numerous issues associated with multiple aspects of the IT-16, we believe that at least a few moves in the right direction have been made in this new iteration of the IT-16.
The key focus of the changes has been on the reweigh process for crated shipments and crating in general. Please read the changes carefully and feel free to address any questions you may have to Chuck White.
We continue to communicate with SDDC on many of the issues that remain and are hopeful that further changes may be in the offing in a “Change 3”.
We understand that the membership has been feeling a great deal of frustration with many Solicitation issues since the original IT-16 was released back in Dec. 2015. The IAM staff and IAM Executive Committee have felt the same frustration and have been in discussion with SDDC via emails, phone conversations, formal letters to the SDDC and U.S. Transportation Command (USTC) and in-person visits. This has been an almost constant debate since the release of the original 2016 Tender.
Next week the Executive Committee will hold a face-to-face meeting in which one of the major discussion items will be the strategy and tactics to be used in the future of IAM’s dealings/relationship with SDDC.
Another critical topic that has been raised in my discussions with many members has been whether this new Change will be made retroactive to the beginning of the Annual Cycle (May15). When we first began our discussion with SDDC that was a definite possibility. We had been told in mid-June that the Change 2 was about to be released and a key discussion item was whether or not it would be retroactive back to May 15. Delay after delay has continued to push back the release of the Change and now almost 3 ½ months after the start of the Annual Cycle it appears that SDDC no longer believes it is feasible to make this change retroactive. In the past, even in the TOPS environment of six-month cycles, multiple Solicitation Changes were released and they were never made retroactive. SDDC believes that to be the precedent.
We have made some small progress on a number of issues and IAM will continue to push for further changes that we hope will make this year’s Solicitation much more palatable to all aspects of the industry.

The Surface Deployment and Distribution Command (SDDC) will soon issue an Advisory officially detailing the plans for the 2016 Personal Property Forum (PPF). SDDC has shared with IAM that the PPF will be held on Sept. 13 at the Sheraton Pentagon City Hotel in Arlington, VA. The PPF will start at 8:00 a.m. and is scheduled to run through 4:30 p.m.
IAM and AMSA will hold a joint industry-only “pre-PPF” meeting on Sept. 12 from 4:30 to 7:00 p.m. at the same location.
There is no registration required for either meeting.
Please be advised that there is not a room block at the hotel for the meeting and the room availability at the hotel is very limited. Hotel availability in the surrounding area is also very tight due to a number of conventions scheduled in the area that same week. If you need a room, book it ASAP.
This is one of the few opportunities that the industry has to interact with its largest customer. We encourage the membership to take advantage of this opportunity to get face-to-face with key personnel from the SDDC Personal Property Directorate, the Military Service Headquarters, the Military Claims Offices, GSA Audits and a number of Personal Property Shipping Offices.

Southfield buys Tier One Relocation
Southfield Capital bought Tier One Relocation, which specializes in moving services for the military. Financial terms were not disclosed. The Private Bank provided the senior debt financing. Finn Dixon & Herling provided legal counsel to Southfield. Raymond James acted as financial advisor to Tier One Relocation and its shareholders.
PE-backed Tier One Relocation buys Arpin Military
Tier One Relocation, which is backed by Southfield Capital, has acquired Arpin Van Lines‘ military unit, a relocation manager that specializes in moving household goods for military personnel. No financial terms were disclosed.
Proper Customs Forms for Inbound Motorcycles in DOD Shipments
It has come to IAM’s attention that there has been an increase in the number of “custom holds” placed on DOD shipments containing motorcycles due to submission of out-of-date forms.
The current forms (revised in 2014) vary little from the older versions, but US Customs is demanding that the most current forms be used. The fear is that these old forms are being provided to Service Members from old stock.
Please be sure you are using the most current forms and destroy all of the older forms in your stock.

CSS Mean Scores for Oct 1 – Dec 31 Performance Period
The mean scores for 1 October - 31 December 2016 period are: dHHG 85.85; iHHG 84.41; iUB 86.40; OTO 78.87.
Fuel Surcharge for Period 8/15/16 to 9/14/16
The price of fuel was $2.35 per gallon as reported on Monday, August 1, 2016 making the upcoming FSC rates for the period 8/15/16 through 9/14/16 as follows:
- GBL Domestic HHG / International HHG – 0%
- GSA Domestic HHG – $0.00
- GSA International HHG and BAG – $0.00
There is no fuel surcharge applicable for the specified period.
SDDC Issues New Qualifications “Regulations”
As reported earlier, a new Regulation 55-4, formerly “Pamphlet 55-4”, has been posted to the new SDDC website. It appears the release of the new set of regulations was delayed due to the recent problems with the SDDC website.
The new regulation shows an effective date of May 18, 2016. That begs the questions as to when enforcement of the document will become effective. Will it be retroactive and become effective as of May 18 or will it be effective on the date that is actually released to the industry?
This new Qualifications Document has been elevated to the level of a Regulation from the Pamphlet level. A Regulation carries more weight in Department of Defense (DOD) parlance than does a pamphlet and thus gives SDDC greater enforcement authority over the rules/guidelines contained in the new document.
Transportations Service Providers should read the new set of regulations carefully and raise any concerns they may have to IAM staff.

The IAM Military News and Resources page provides military-based information in an easy-to-navigate tabbed format. In addition, IAM is linking to SDDC Personal Property updates and categorizing them by topic. Currently, on the SDDC website, these updates are hard to find and are organized chronologically – not a very user-friendly way to display information. DoD unveils new IT ‘way forward’
Defense Department officials in a document released Aug. 18 outlined a new plan for getting ahead in information technology, focusing heavily on commercial capabilities, cybersecurity and updates to how the Pentagon manages IT.
New Rules Require Heavy-Duty Trucks to Reduce Emissions by 25% Over the Next Decade
The Obama administration recently issued aggressive new emissions standards for heavy-duty trucks. The rules are expected to achieve better fuel efficiency and a bigger cut in pollution than the version that was first proposed last year.
